Hider buttons change the stored visibility settings for an item. The labels start at 1; they represent preset values rather than a universal amount of hiding.
Try the available values and inspect the exported outfit in 3DXChat. Different items can respond differently. These settings cannot guarantee that overlapping clothing or missing skin will be fixed.
